Ask any cooperative where its money goes missing, and you'll hear the same answer: somewhere between the member's hand and the cooperative's account. Fares get pocketed. Store sales live in a notebook. Bills need a collection round. Records get re-typed. And by the time a shortfall shows up, nobody can prove where it went.

With Panta, members pay with a tap: a fare at the jeepney door, a basket at the co-op store, a bill at the office. Every peso goes straight onto the cooperative's record, tied to who paid, who collected, and what for. If money is missing, you can see exactly where. If it was collected, it reaches the cooperative. That's the whole point.

Why you can trust the numbers

Nobody can quietly change the record. Not even us.

Every fare can be traced from the passenger to the cooperative. Nobody can edit it after the fact. Nobody can delete it. Every peso is accounted for.

That's possible because every fare is cryptographically signed by the device that collected it, the instant it happens, and the record only ever grows. Nothing is impossible to attack; what matters is that you'd know immediately if someone tried.

    Members browse the cooperative's price list, pay from their balance, and collect at the counter. The system prices every order, never the phone.

  • Lost card? Locked in seconds

    One switch in the app and the plastic card stops working everywhere, offline readers included. Report it stolen and only the counter can revive it.

    Top-ups, fares, purchases, bills: the member's full activity with receipts. Discount card applications happen in the app too.

    The printed QR and the physical card do everything a ride or a purchase needs. The app is a convenience, never a requirement.

  1. Enrol

    Your staff enrol a member once. It's a short form at the office.

  2. Credential

    The member gets their own fare QR: a printed card or any phone screen. No smartphone required.

  3. Tap

    They tap to ride. The device charges the right fare, discounts included, with or without signal.

  4. Record

    The fare lands on the cooperative's record instantly, tied to the route, the vehicle, and the driver.

  5. Settle

    Every day, the system closes the books and instructs the payout. Once, and only once.

  6. Report

    Your regulator reports come straight off the same record. Open the portal, download, done.

Proven for generations

The model isn't an experiment.

Closed-loop, member-redeemable cooperative credit has run real economies for generations: Sardex in Sardinia since 2010, and WIR Bank in Switzerland since 1934. Panta brings the same instrument to cooperatives in the developing world, starting with transport.

No banking licence required

Members ride on cooperative-credit, issued by their own cooperative under cooperative law (RA 9520). The central bank's own rules say so, in BSP Circular 1166, Section 1:

“E-money issued under closed-loop electronic wallet systems is not covered by this Section.”

So there's no e-money capital requirement on the cooperative or its federation, and the software itself refuses any transaction that would cross that line. Read the circular.
